I think developing countries now are at a HUGE advantage because they can learn from the mistakes that countries like the U.S. made decades ago and they can benefit from the major technological advantages that have taken place (that should also create cost-efficiencies for them). The one caveat is that developed countries need to be open with their information sharing to allow these nations to develop efficiently.
I second the motion for trade incentives. While we don't have to specifically fund developing countries' initiatives, by offering trade incentives we open the door for them to prosper for their good actions the same way sanctions punishes countries' bad actions.

I believe so, but they would need support from the stronger nations with which they strive to compete -- and I believe we have an excellent opportunity here to set standards by providing that aid, be it in the form of research data, subsidized "clean" equipment, or trade incentives for greener manufacturing processes.
