Is it the job of the United States to promote energy efficiency and clean energy production in nations such as India and China?

With U.S. gasoline price over $4 we need to think of solutions for ourselves first. I know that its nice to help others, but we must prioritize. If we don't, our oil based economy will be shot and then people in China will start sayng "Eat your vegitables, Quin Chou, people are starving in America." It isn't our responsiblity anyway. If we had our own problems solved, then we would happily help!
I think there are semantics that need to be addressed here. By "support" does that mean financially? If so, than no because we do have to focus on our own ability to financial support energy efficiency in the US. If it is through knowledge sharing with new technologies and methods, than by all means yes!
America is apparently unable to distinguish between assistance and interference. Assistance does not mean imposing America's vision of what is desirable in a society on other countries who have different values, idea and philosophies to America.

How can the US expect to help other countries when we ourselves need so much help. It would make more sense for us to develop a sound model before we go out there to tell others what to do. Practice what you preach, right?
